The cheapest would probably to be to go to your local Goodwill or Salvation Army store. Lots of these places will actually group their solid-color shirts together, so you'll be standing in front of a rack of all red shirts -- which makes for easy browsing!
Cost is like $3 to $5, but I guess that could depend on what city you're in. Some may be cheaper, some more expensive.
Of course, some people are uncomfortable in these types of stores. Others people feel they shouldn't go into these stores because the clothes and goods are meant for people needier than them. Still others simply don't like "used" goods. It's a personal choice!

Walmart or a craft store like Hobby Lobby or Michael's will have plain cotton shirts. You can also try resale shops like Goodwill or the Salvation Army. And, because it's February, you will probably be able to find red shirts just about anywhere, but they may be covered in hearts...

If it's a new shirt you're looking for, check the Dollar General store out. If you don't mind wearing hand-me-downs, the Goodwill store will probably have a decent selection of red shirts and you can probably get one for under a dollar.

Burgandy perhaps? Shop at Forever 21 - they have every color ever in all types of shirts. Also, their store is usually color coordinated so you dont have to dig through it all - just go strait to the red section!

I would say a resale shop. Dark brown pants look cute with a brighter red.

Walmart if you're looking for a cheap tshirt, Forever 21 if you're looking for a plain, but still fashionable shirt.
