The question of "how fast" is not as well known or as yet unknown in the grand scheme of things as "which kind of car is the fastest car?"...
The fastest car in the world is a rental car. There is none that accelerates better, corners tighter, brakes and drifts better or gives the exhilaration of a true race car as that of the rental car. You disbelieve? Go right now and rent one... it doesn't even matter which model!... let's say it's a toyota tercel... it will be THE FASTEST tercel you have ever driven... I swear that car manufacturers hold on to these special cars for rental agencies... fill her up and give her!... just drop the pedal to the floor right out of the rental lot and don't let up until the engine blows or the cops put up a roadblock. It does take practice in order not to injure innocent people so I would start in a rural rental shop and go from there. You will come to realize that the top speed has yet to be reached; in a rental car...

The Bugatti Veyron 16.4 is currently the fastest, most powerful, and most expensive street-legal production car in the world, with a proven top speed of over 400 km/h (407.5 km/h or 253.2 mph).[1] It reached full production in September 2005. The car is built by Volkswagen AG subsidiary Bugatti Automobiles SAS in its Molsheim (Alsace, France) factory and is sold under the legendary French Bugatti marque. It is named after French racing driver Pierre Veyron, who won the 24 hours of Le Mans in 1939 while racing for the original Bugatti firm. It is also the world's second supercar with 16 cylinders, after the Cizeta Moroder V16T

Some Brits took a jet car to a dry lake in northern Nevada a while back. They were able to break the sound barrier. They currently hold the land speed record as far as I know. The speed of sound is about 770 MPH at sea level.

the faster car (based on acceleration) is the 1994 Dauer 962 LeMans. It can go from 0-60 in 2.6 seconds.
As for the car with the most maxed out max speed, no idea, sorry.
