In PHP, what is the problem when the webpage doesn't end in the browser at the same place as the editor?

The editor shows the page as columned, but in the browser the colored columns continue to run and you can scroll far beyond where the text stops.

Likely a CSS issue, not PHP. If your HTML is structured using DIVs, some browsers will (inappropriately) set aside enough extra space below a DIV even if it is positioned elsewhere by CSS.
