Air-lock. Block the end of the mixer tap with a bung of some sort. Then turn the hot tap on followed by the cold tap SLOWLY!
the cold mains water will be forced up into the hot water supply pipes & will push the air-lock away via the main tank in the loft & hot water will be restored.Good luck!

In Australia mains water supplies are now monitored closely for use as water reserves are low. You need to be actively in use of the supply or the mains will automatically lower the pressure.
This is a bit of a pain as a lot of people get used to their hot water starting up and then slowing down and stopping, so they turn the tap on, wait for it to stop, then turn it up to use the water flow... unfortunately that will only make the problem worse.
You need to start washing your face or lathering for your shave, then be interrupted by the water flow declining, then play a bit with the tap to get it going again. Once your prompt activity is recorded in the monitoring devices you will find the reduction in flow starts to fall away.

It could just be that you need a new washer. It's a round disc about the size of a polo thats just inside the mouth of the tap. You can take it out with your finger(be careful not to get it stuck though). They are very cheap and i would suggest you try this firat before getting anyone in or pulling the tap to pieces

Single lever faucets are notorious for this!
Turn off the water supply, open the faucet to relieve the pressure.
Unscrew the handle assembly and you will find a ball-shaped device that controls the water flow.
Calcium and minerals build up in the hot water side, break loose and clog the inlet inside that ball.
Just clean out these deposits.

You have an air lock in the hot tap pipwork, which is difficult to remove with a mixer tap. You do need a plumber to see to it.

sometimes if you dont turn the tap on much the hot water causes the rubber washer inside to expand and block off the flow of water from the tap.

Have you got the single lever taps????? they will only operate on mains pressure. If your Cold is tank fed, and your hot (as you imply) is also tank fed, you have a low pressure system.
The cure...get a combi boiler system.
