It seems to me that they say he lies about everything, if he just starts lying, would they consider that the truth or what?

Haha, that's a good idea, never thought of that.

W should just come out and say 911 was a cover-up, and that aliens exist, that all he wants is the world's oil and that he is the reincarnation of Hitler as the anti-Christ. That would shut everyone up for awhile.

Of course not. The press is never going to publicize reports about bills that are not opposed or issues that are not controversial.

If Bush were to admit that global warming is occurring and that human activities are associated, legislation would be quickly and easily passed and the issue would quickly fall out of the public's consciousness.

It always depends on what they think they can use to their advantage - of course it doesn't always work but it seems to be the basic mode of operation - especially of self-centered and poor-willed politicians.
