All my clients have outlook 2003. We use server 2003. Is their something through group policy?

I am sorry, I don't think I asked clearly. I run a network with about 150 client computers. Going to every single computer or logging on as everyone would be way too time consuming. Isn't there somethign I can do through the server?

Yes. There are two ways to do it.

First, you can create a login script that edits the registry setting for outlook. When the user logs on, it edits the registry and forces a read reciept. However, this is cumbersome for several reasons. I can e-mail you the script, but I doubt you'll want to use it. (Only very old geeks still like to write scripts).

Second, you can edit group policy to include specific requirements for outlook. Microsoft actually made it easy. They've got group policy templates for Office (including outlook) in the Office resource toolkit. It comes with the template and documentation... as easy as Microsoft can make it, anyway...
If you're using 2003, the link is http://download.microsoft.com/download/0/e/d/0eda9ae6-f5c9-44be-98c7-ccc3016a296a/ork.exe. They also have links for other Office versions. You'll be looking for ork.exe files from the Microsoft download site.

I think you can set up a rule in Outlook which tells the program to include a request for read receipt in every outgoing email.
