Yes, when they can't find veins in your arms they will try your hand, because there are less lipids there- easier access if they can find a vein- which they usually do and it usually hurts more.

My girlfriend, licensed Phlembotomist, tells me that she draws from the hand when she can't puncture in the arm. My understanding is that this is a fine alternative, if done properly.
