assuming your talking about your firewall, you can either look for it's install in your add/remove list, probably under norton or symantec. It might also be your windows firewall, which you can access from control panel. Keep in mind that turning off your firewall to watch webcams is alot like having sex with hookers without a condom, you might have a good time, but odds are it's going to cost and you'll end up with a virus.
Now if you're talking about getting rid of thier firewalls to see webcams without them knowing, good luck with that

Start,control panel,security center,windows firewall.Click on exception tab.find messenger and webcam in list and check,then ok.If there not on that list click on add program just under the list.On this list find webcam and messenger and check them,then ok.Back on first list make sure there on the list now and checked.then ok.Good luck,never change these setting's. (NOTE: Never turn firewall off completely.)

You are asking about your firewall right? If so go into your settings and look for something like program permissions. Allow the program to access the Internet. It in not a good idea to disable it all together.
