By Federal Law all businesses must mail out all W2s by Jan 31. If they are not mailed by then there are federal laws that the company must be held accountable for. If you do not get yours within a week from the 31st, I would call them and see what the hold up is. If you moved and did not tell them, they will not forward your W2s, they will have to remail them to you with your new address.

Yes, legally all w2's are supposed to recieved by the 31st of January. If you dont then you can report the company to the IRS and they can be fined!

Yes, that's the law. If you haven't gotten them, then you have to contact the company. Maybe they got lost in the mail. Have you moved and never let them know your new address? If you're divorced, did you ex get them? A quick phone call will clear this all up.

Not necessarily get them, but they have to be postmarked by 1/31. If not, I believe you contact the IRS.

Yes, you are. Contact your employer if you have not received it by 1/31. If your employer refuses to give you one, then contact the IRS.
