Look I don't know how to tell you this but I find this hard to believe but the male Seahorse gets pregnant, not the female. is it your brood pouch that is clogged.

What symptoms do you have? If you're not passing urine there's lots of reasons. Urethras don't normally get clogged tho. It could be an enlarged prostate, renal failure, dehydration. Better check with a medical doctor.
