sure if you are not old enough to have a driver's license or for any reason that you cant get driver's license, you should get a state id card. and that of course depends on where you live. just go to that DMV

If you're in the UK (some of the answers have been from the US, I know) then a simple proof of age card is avaliable from here:

They are widely accepted and are accredited by the Home Office's PASS scheme.
Ones for 18 yr olds cost £9, you can fill in the application online as long as you have a credit/debit card and details of a referee to hand, otherwise they have a form you can print off. For online applications, they ask you to scan and email a photo and signature after you've filled in the initial form.

Hope that helps! As for those who mentioned going to the ID and Passport Office, ID Cards have not been introduced to UK Citizens just yet, so for proof of age this is the easiest way at the moment. Don't take your passport when you're out on the town, there's a chance of you losing it and they cost £60 now!!

Go to your state's Department of Motor Vehicles office with your birth certificate (and social security card in some states) or another government issues ID card such as a Perminant Resident card, etc. And apply for a State ID card.

Government / State issued IDs are more valid than IDs distributed by photo shops etc. and can be used any where in the country. If you are underage in your state or in the custody of the state additional task may have to be taken to get your ID card issued.

go to ur nearest motor vechical office and apply to get an id. if ur under 18, then u need a parent/guardian to go w/u
make sure u take ur social security, birth certificate, and any mail that shows proof of address along with id fee which could be about $20 dollars. depends on what the id fee is in ur state.

depends on where you live, in the uk go to the police in ireland go to the gardai dont no about anywere else, just go in and ask and they will give you a form to fill in

take your birth cert or other proof that you are who you say you are and what age you are
