My son started with whining, too. The drooling usually starts right before the teeth break the surface of the gum. My kids never ran a fever, but they did get runny noses, didn't want to eat, wanted to bite everything and were fussy since they weren't eating or sleeping as usual.
Infant Tylenol then 2 hours later Infant Advil worked wonders. It's perfectly okay to do both, we have a peditrician in the family and he approves of it. He says,"That's why it says INFANT on the package, it's meant for babies" so go for the pain reliever. You can use it as needed and please don't think you shouldn't use medication. Imagine you had teeth coming through your gums, it's gotta hurt.
We also bought 2 of the Munchkin fresh food feeders, they have a mesh bag that holds a few nibbles of frozen fruit or some ice so the baby can cool their sore gums, and distract themselves fromt the pain. Teething or not, the muchkin thingies are a great way for you to safely give baby anything you think she might like. My kids loved diced frozen strawberries, raspberries and frozen fruit juice cubes. I bought an ice cube tray that makes teeny tiny ice cubes and filled it with juice. I also add the juice cubes to sippy cups to keep juice cold without watering it down.
Keep plenty of teething toys around and just remember it will be over very soon. It's nothing in the grand scheme of things and my older kids do not remember any of the teething business. They remember losing a tooth, but not getting any, thank goodness.

Could be just a stage or her trying to communicate with you. My daughter didn't start teething until 10 months but it was very obvious. She had a hard time sleeping, pulled on her ears or jaw, drooled a lot and ran low grade fevers. You should be able to feel in her mouth to see if anything feels at all swollen.
My daughter also went thru a REALLY whiny stage (she was a bit older, I think 7 months) so we started teaching her baby sign language and as soon as she was able to communicate the essentials such as eat or drink, the whining stopped right away. It's worth a shot if you rule out teething or any other sickness or problem!

SO kidding! Jaylea started with whining which progressed to crying at night, which lead to drooling, and on and on. She didn't run a "fever" til her teeth were actually poking through and you could feel them. Even then it was only about 100. So it's really hard to tell, I would just offer her lots of different teething toys just in case, and keep checking by running your finger over her gums. If they start to break through you might want to give her a little bit of Tylenol or Motrin, especially at night to relieve the pain and swelling.
On another note, Jaylea has been whiney just for attention lately, I think we are getting to that stage where they realize that when they whine they get a REACTION...LOL!

My son never ran a temp, never drooled, never had rosey cheeks he did however whine ALOT and normally he is just as happy as can be. I even put that orajel on his gums and it didn't. My father as old as he is, put an ice cube in a clean towel held it so my son who was also 6 months at the time could chew on it, and the crying stopped. A few weeks later both his bottom teeth came in and he is back to his happy carefree self
So to me yes it sounds like teething.

She could be teething, my son didn't really have any of those classic symptoms either, he was just very clingy and crabby, you might try giving her some Tylenol and just keep an eye on her. The whiney stage does come and go also, sometimes you just have to ignore them when they are behaving like this, otherwise they will think this is a way of getting attention.

My son chewed EVERYTHING, and not just the normal put in your mouth kinda thing, he looked like he wanted to distroy whatever he had in his hand with his gums. That's how I knew. Also when i pressed down on his gums he bit down hard on me. I guess the counter pressure felt really good for him.
She could be teething.
If she's not teething maybe if she learned that whining gets her what she wants then that's why she's continuing to whine... she might just be testing you right now to see if this tactic works.

it sounds like teething but it will not last long...and then it's the whiney stage and back to teething....I have 2 kids so i am pretty much the expert now...lol

Most babies chew everything because their teeth starts to grow. some babies feel nausea as my nephew did.
