Definately see a dermatologist because your makeup will only be as good as your skin. Looks like you're going to have to go through trial and error here. Is it your skin that's flaky by lunchtime? your skin may be very dry, in that case you may need a better moisturizer, you could also use a tinted moisturizer as a foundation which will give you a little coverage but keep your skin moisturized throughout the day. I would stay away from powders if you're flaky, or maybe not powder your face when you first do your makeup and just carry around a blotting compact powder and a travel powder brush to touch up any shine during the day. MAC makes a good blot powder for that. If that's not it, it may be the primer, try doing your makeup without it one day and see if there's a difference. Hope this helps, good luck :)

Did u know that Loreal Paris True Match is 2nd best next to
Bare Minerals?
You might want to consider that.
I'm a combination skin type,so I use the Ideal Balance Foundation.
(in Pale) Since I'm porcelain in the True Match foundation.
I use the True Match powder though, it's great 2 use after
tinted moituriser! It keeps my skin n great shape!
I wear clear mascara w/ that and swipe on some blush&
chapstick & I'm good 2 go 4 the day.
Try one of those.

I have a good solution for you, if you're willing to try it. I highly recommend it, my skin isn't always so great either and I've had bad past experiences with foundation getting caky in the middle of the day.
I now use Sonia Kashuk skin perfecting liquid foundation ($9.50 at Target) and then use Everydayminerals over it, the Intensive formula. You can get a free sample kit at everydayminerals.com for $3.67 shipping and handling. You get to choose a concealer, two different foundations, a finishing dust, and a blush. It is mineral powders, it looks completely natural, and lasts, without ever being caky.
After applying Sonia Kasuk's liquid foundation, I swirl on and buff away stuff with the concealer, then I swirl on one of the foundations, then the finishing dust. Perfection, that lasts!

Your skin type seems to be a combination of sensitive and dry skin. For this I would not recommend exfoliating however I think its very good that you frequently moisturize as long as your moisturizer is suitable for your skin type.loose powder is not a good idea as it contributes to the dryness and you don't need it unless your skin is oily.If by uneven you mean red in colour a green primer will sort that out.

I used to have bad skin but I just said screw it and left it alone. And Poof! It started to clear up. I only wear foundation now on really special occasions. If you leave your skin alone and don't put alot of crap on it then it will be just fine. I even threw away the million and one cleansers, toners, exfoliators, moisturizers I had.
Do you ever notice guys that have really smooth skin but they don't even seem to care? That's because they leave their faces alone. They don't load up with all this crap on their face. just let it be and it will clear up. I promise.
