#2. A tax process should have minimum overhead, to achieve as close as possible 100% of the tax dollars PAID going to government operations OTHER than the administration of that very same tax collection. In other words, the IRS itself should have as small a budget as possible, since it accomplishes nothing good except the collection of taxes.

1 - Every time the government is attempting to collect a tax they should do so at the same time of the year. I.E. all income tax should be due on April 15th from every family and individual. The government should also make it as easy as possible for the taxpayer to pay their taxes. Hence they should be able to mail or efile and the government should accept credit, check, cash, etc.

2 - The people should not be overburdened with taxes, and the government should only take what it needs to function.
