Oh, lots of places. Don't ignore your local shops. I have found good deals on leather and lace stuff at completely normal stores like Gordman's and Target. I also favor indian import stores. Long flowy silk skirts or baggy pants go very well with the goth look.
Hot topic is ok, and it's right there, wherever you are, but don't buy anything very dressy from them. Their stuff just isn't made as well as you might wish. If you're going to spend all that money on a corset, shouldn't it have metal boning in it? If you want a corset, get it from a lingerie store or from someone like these people.

Don't forget the DIY factor, as well. If you can't find what you want, consider making it yourself. Adding a border, some laces, or other embellishments to already made clothing isn't so hard. If you know how to sew at least a little, this will allow you to shop the vintage stores more easily, and this is a fantastic way to go.
Basically with a little imagination and a bit of patience, you can have the best wardrobe ever. Just don't limit yourself. Don't think "well this isn't technically a goth store, so is this really goth?" Almost anything can be if you put it together right.

I'm not going to suggest Hot Topic as that store has gone down the drain, IMO. They used to be awesome and just had a lot of fetish and Goth clothes, along with the band t-shirts...they didn't go along with the current style and that's what I loved about them. Now they do. If you shop their you most likely will end up with a dark Emo look or a new-age punk look, not Goth.
Goth can be whatever you want it to be, but if you're looking for just black stuff in general...

I'm not 100% against hot topic, but that would be the typical answer. My gripe with that place is that its a little expensive. You can find great goth garb at almost any store if you look hard enough. I once bought a black ruffled blouse at target, and it only cost me 12 dollars.

Hot Topic. or If you like to shop online, believe it or not, look on ebay. They have a huge selection and you can browse under a certion catagory like "gothic" and they have really good prices.
