It's a gray area- depending on ages of both actually. A 16yr old has to be with someone who is their age- not forced _of course. But when the eldest is 18 then they can not touch anyone underage.

It depends on where you live. If you want to check the laws of your state check out this website. www.coolnurse.com/consent. This will allow you to check the legal age of consent in all states. In Pa, where I am from the age is 16.
