I have some vegetables I've started indoors and wanted to know when it will be safe to start moving them outside? I also have some flowers, etc. Thank you in advance.

The average last (spring) frost date for Sunnyvale is February 15. Since this is just an average, a range of Feb.1 to Feb 28 is usually given on the charts.
Related to another post on warming the soil, black plastic is used for weed control , not soil warming. Thin, clear plastic is used for maximum soil warming. Warm season plants like tomato and cucumber do best when soil temperatures are at least 50-55 degrees F.

Plant anytime of the year as the average daily low bottoms at 40 degrees. Sunnyvale has had snow of less than 1/2 inch to just a trace into latter May, but ambient temperature did not frost.

Of course, some vegetables are going to be fine, while others, especially heat-lovers like tomatoes, peppers, and eggplant, want much warmer soil temperatures than that of March in the Bay Area. You can warm your soil by using a sheet of black or red plastic with holes cut out for the plants, and throw row covers over the plants to warm the air around them. The soil-covering plastic should be removed before the weather gets too hot, and of course you are going to have to check the moisture level of the soil frequently, since rain will not be able to get though the p[lastic.
