the second guy is trying to swindle money out of you.
You need an answer with specific sites, however, the sites depend on what type of search engine marketing are you trying to learn about.

Search engines display sites based on the number oh hits they are getting. Kind of a catch 22 if you are at the bottom.
The more hits you get the higher on the list you go so the more hits you will get. There is a whole Internet business developed to try and move clients to the top of the search engines list.
