It is not a crime directly, but in many nations, there are secret service charters establishing very broad (and vague) definitions of national danger, and it could be very easily construed by most of these agencies that such a statement as you suggest implies the idea of committing the crime in the first place, and thus a dangerous and likely treasonable thought.

In the United States, this is actually a clearly outlined item in the National Security Agency (NSA) Charter, and I am certain that the new Homeland Security agency would also have a direct intrerest in any persons making ANY reference to violence towards a Federal authority figure. I imagine it is similar in many other nations worldwide.

Additionally, discussiing any treasonous ideas with one of more people, regardless of how serious or not you are, is called "Conspiracy" under United States Federal Law, and is quite punishable. In theory, a comedian making teasonable jokes to an audience is attempting Conspiracy, but in practice, he is often left alone. That does not negate the law.

Freedom of speech is really something of an anachronism, and is always subject to the scrutiny of secret service and intelligence agencies who have very broad authority in these areas.

I don't think it would be a crime, but you could end up being an enemy of the state, and because they think they are above the law, and do not like questions put to them.
