Thats an easy one, you phone supplier has probably oversold the internet and therefore say your area has a total of 10m, and you have 10,000 people are on and each one has a minimum of 1m and many have up to 4 m by contention you could end up with less than you had on dial up.
Many ISP provided modems deliberately play on this as well.
The answer can be improved by using a purchased, ie Belkin, modem router connected to your computer by LAN.
The USB type connections are used again deliberately by providers as this limits you to a total of 1m Thats in and out together.
Get yourself say a belkin F5D7633, set it up and then get a system test to see where the losses are.

if it's yahoo...the server gets too busy at night...everyone is online then!
