If so, what do you do about it? The association has already issued warnings multiple times, but the garbage can never actually gets moved.

Yeah, I have a neighbor who leaves both the recycle and trash bins on his treelawn all of the time. I thought once the coyotes got into his all you could eat trash buffet spreading his trash all over his yard and the street, he would stop this practice.
Then, I found a little known code on our city's website that provided a time frame for when the bins can be brought out for collection and how soon after collection they must be removed. Armed with the code, I high tailed it down to Code Enforcement to make a formal complaint in writing.
Check your city's codes to see if he is in violation. They have the power to fine when codes are violated and will not hesitate to line the city's coffers with repeat offenders ignoring the codes.

I guess you could take the cans to the asso. head & leave him/her an anony. note, saying these are the cans in violation. Then if the owner has to go get them he could get a chewing out & a FINAL WARNING that according to by-laws the next time THERE WILL BE A FINE! Or he/she will lose the priv. of using a can period & will have to go to the dump him/her-self. You'll have to read the by-laws. Call the asso. head 1st & tell them you & others ARE SICK OF IT & as a group or as an individual YOU INSIST that the person be told & FINED from now on !!!! iF THEY CANT FINE THEM, AS i SAID, THEY;LL GET TIRED of GOING & getting them every week!!! Leave them off b4 dawn annonymously. Thank goodness I live in a highend, classy neighborhood & I've never had this problem. I do howevre have a new neighbor, across canal who has a 20 gallon red round cooler UP ON A POST IN backyard, which I've been staring at 4 over a month & he's gonna get anony. note real soon !!! He also is not a gardener, and he's stuck plants all goofey in the yard & looks like h@++ as everyone else has nice tropical landscaping!!! He also broke his sliding door and now has 2 - 4x8' sheets of plywood in their place that's also LOVELY to have to look at !!!!!!!! BEST OF LUCK (for me too!!!)

Yeah, it bothers me. The next thing you know, the wind is blowing it down the street. Remember though, choose your fights carefully. In the big picture of things, is it really that bad?
