yes...as it ages. It potential energy output...becomes smaller as it uses its energy. It does this constantly because its in motion around the sun. The sun which causes the earth to use its energy due to the sun's magnetic pull on it which forms the planet to orbit around it.

From what we currently know about the universe, it is expanding faster than ever. It is not slowing down. As it gets bigger and colder, atoms will slow down (the definition of cold), but the expansion of space may continue to speed up for billions of years, we don't know.

no, the universe is constantly expanding according to scientists, so i wouldn't say that its slowing down. Stars are moving away from us at speeds close to the speed of light which in theory slows time down.
