In the US, the telephone number is not attached to a particular wire in the house at a specific address; that is why we are able to keep the same telephone number when we move from house to house. I had the same telephone number for three different houses when I was a kid 30 years ago. The telephone number is moved from the old address to the new address simply by making a small adjustment at the routing station's computer.
It is very hard to imagine that the UK does not have the ability to not "hard-wire" a telephone number to a particular tlephone wire/address.

You just need your address, they tell you the phone number. If they need to phone you before you're connected then you need to give them a mobile number. I move house regularly & always sort out connection by ringing from my Mums house. Giving them the new address is all I've ever had to do. Whilst you're on the phone to them sorting out the landline they will tell you your new number.

You do not say if the phone line is working, but let's assume it is. Suggest you ask the Landlord who pays the rental on the line and payment for the cost of calls.
If it is not working, you could be asked for a fee of about £100 for connection to BT (refunded in due course) but why not go for WiFi. That might be an option, and probably cheaper,though as you are a tenant of some short standing, they too might be looking for security too.

If you have a phone installed than try to call your mobile and maybe it will be shown on your mobile the number. If no call your landlord and he/she will know it for sure.

telewest will install broadband only and you dont need an existing phone number i think its on offer for £10 a month for new customers at the moment

if you know the surname of previous occupants it should be easy enough
try phoning BT and asking them or possibly give them the impression that you want to take out a broadband deal
