It doesn't do anything and it just hangs..or does it?

Different animals use their tails for different reasons. Cats use theirs for balance, horses for swishing at flies and monkeys use theirs for climbing and swinging. If the tail was of no use, evolution would have taken it away.

Well, for some animals, like a cow for example, use their tails to swat away flies and things like that. As for animals like a lizard or cheetah, I have no clue

Does it girl, their tails are always useful, because it keep them on feet, it give them direction, balance.

it can move to make bugs get off of it's butt, and it attracts the opposite sex,and to protect the anal area, balance!
