Without a doubt either Winter or Late fall..

Non-holiday periods from about early November through mid March see the fares are there lowest levels of the year. Generally this is because the weather is awful, it gets dark at 3pm and everything is alot slower as far as crowds.

Prices jump up ussualy as soon as days get longer and weather gets a little better ( late march or aprill) and then reach peaks in June or July. Septemer and October see a slight drop but it can still be very expensive.

Nowadays it does not matter when you are coming but how much time in advance you book all you need to. So do so as early as you can and you will get the very best prices in the very best seasons, which, in Paris, are autumn and spring. In the French capital, summer is too hot and winter grey.

Late October to early March, except for the weeks during the Christmas and New Year's Holidays. Both airfares and hotels are at their lowest rates. Always watch for specials from the airlines. Bestfares.com is one source for airline specials. Another good search site for airfares is Kayak.com. Kayak searchs over 20 web site at the same time, including Expedia, Travelocity and many individual airline web sites.

The winter. It's cold & wet. Try September, it's past peak season, but you have a better chance of decent weather. Keep in mind though, the weather is always a risk in Northern Europe.
