It means what you might think it means - "plus or minus". Sometimes it's just spoken as "plus minus". It means you have to consider both adding and subtracting. For example, 8 (plusminus) 5 is equal to 13 (8+5) and 3 (8-5). Your equation can't be solved because there's no equals sign. If you meant simplify instead of solve, then you've simplified all you can. :)
