NO!

Smoking excessively, and for extended periods, can damage the throat and cause raspiness, (listen to a Tom Waites recording)but the depth/timbre of voice is caused by elongation of the vocal cords...in other words they have to grow longer. Smoking will not do that for anyone.

If it troubles him, your friend might discuss this concern with a doctor, and see if hormones can help him, but many men simply do not get deep voices.

it will drop at last. you're dealing with puberty, and that's no longer something you may administration. while you're quite stricken by using it, smoking (weed/ciggs/shisha even in spite of the undeniable fact that they are no longer stable for you) could make your voice raspier yet no longer heavier.

Smoke for too long, and he'll be using one of those voice-box things that you hold up to a hole in his throat! Don't smoke dude!
