I think it was early to mid 80s, movie about a military experiment where 2 creatures were created: one was a dog (a collie, i believe) that was very smart. It could'nt talk, but had a genius intelligence. The other was a creature that was not smart at all, but huge, strong, and tough. The creature also had a sort of psychic 'fix' on the dog, and would pursue the dog wherever it went (the idea being that the dog would be loosed among enemies, and the creature would cause havoc in its wake). The plot of the movie is that the dog gets away somehow, and befriends a boy and they both must elude the creature.
I saw this movie on tv back then, so it might have been maybe even the 70s.
Its NOT 'A Boy and His Dog'. Completely different stories.

Sounds very much like "Watchers," a crummy movie based on a crummy Dean Koontz novel.

The film was 'Watchers' starring Corey Haim. It was based on the book of the same name, by Dean Koontz.
