Why would the desktop bring up the properties page for any icon I click on?

I changed the keyboard and the mouse and it did not fix the problem.

The mouse must be set to left hand use or the buttons are switched from control panel. If you use double right click and the icon opens application go to control panel/mouse and first page on tab shows how to switch primary / secondary button.

Set as a left handed mouse?

Or maybe you're right-clicking when you should be left-clicking.
