The first 2 RPO's are engines, the 9C1 is the police package. Every Caprice I've ever seen with the 9C1 option has had the silicon hoses, of course, they all came with the LT1. (up to 96) Which car and year are you looking to get, because if that's all you want, you can also get the hoses separately.
