The same thing that drives a person to hate another. Hatred is not race specific.

If you are referring to the racial thing, I think it is just an evolutionary instinct. Way back when, we were always driven to shun others that looked different, since they were usually not in our tribe or group. If you think about it, this is how races were formed. People with the same traits keep reproducing until races were formed. Of course it still happens some, but not just with blacks and whites. Even within the caucasian race, this occurs. I just read an advice column where this lady was complaining how her Greek boyfriend's family shuns her because she is not Greek. I know this is also common with Jewish and many others. We are all driven to some degree to stick to our "own kind". However, now so many of us are mixed in with many different looking people to the point that our "own kind" is just another human being. As culture evolves, this will become more and more prevalent.
