You don't mention what context, so I'm assuming you want a definition of the word itself, and etymology.
"Betsy" is a familiar, or diminutive form of "Betty".
It's a pet name, like "Honey" etc for a lady named Betty.
Common in the nineteenth and early twentieth century American English, the term is now rarely used.
