Probably because Algeria is closer to the Earth's equator, and therefore the sun is at a higher angle than in Ohio. The link you provided talks about how when the sun is at higher angles, more solar energy is put into each unit of land area. Ohio expereinces a lower sun angle, and therefore less solar energy per unit of land area.

Of course there are other meteorolgical reasons as well, but I don't think you're looking for those.
