Anytime I empty/clean/refill mine I let it circulate for about 10 mins this ensures that the water has gone thru all the jets and pipes, after that I turn the heat on and let it reheat. Have done this for 9 years and have had no problems. Hope this helps.

The manual for it should be online somewhere, but you would probably have to prime the heater and pump or there will be issues with overheating and air-binding. A garden hose at the pump outlet might do it, but you might blow the seals. You can probably disconnect the heater circuit when sarting the pumps, but you need to isolate the power before doing this kind of thing.
