Both... but mostly neither!
Community theatre can be horrible, but most community theatre is pretty good and in order to be cast in a production even a "sad wannabe" has to have some talent! Most people in community theatre are just folks who enjoy theatre, itself, and bringing the arts to their community.
Some folks do have larger ambitions... and most truly talented stars started in local theatre... probably because it is one of the best training grounds there is.
The play my local theatre is doing is a terrific example: There is a cast of four people and this is how it breaks down:
(1) Former H.S. English Teacher who enjoys acting and is good at it.
(2) Talented actress who does a lot of local theatre but decided not to pursue it as a career
(3) Drama Teacher in a nearby school district (also very good)
(4) Young Actress who plans to give professional acting in New York a shot later this year... someday you really might know her name.

That's like asking if all amateur sportsmen are sad wanabees or future stars! It's just something that a lot of people like to do; they take part in amateur dramatics simply because it fulfils a need in them and is is an ejoyable experience. At the same time, they fulfil a need for entertainment in the community, especially in more rural areas. I applaud all those luvvies out there!

I would say that it's really just a harmless HOBBY. Just like all the thousands of guys who have fender Strats, they know they will never get anywhere but the fantasy is very enjoyable.
If you ever get the chance to see amateur dramatics, give it a go. It's a riot!
Any yes. very occasionally some of the really good ones who are interesting, handsome etc DO get a chance to appear in "the Bill" "emmerdale" etc as bystanders. So there is always hope.

Community theater is made up of 4 or 5 serious actors and the rest are hobbyists with families and day jobs. That's a good proportion since not everyone can be in a leading role and the director can concentrate on those who are serious about making it.
Yeah, some won't make it and will eventually become hobby actors, but a few will. Their experience in community theater will help them over the humps and most of those who get their break because of community theater eventually return to their roots to help out other beginning actors.

I've just got my 15 year old interested in an amateur dramatics group. She's been a drama queen most of her life! I jest. I think any group that encourages hobbies/interests especially for teenagers can only be a positive thing. So what if they're wannabees, it's not sad and it's better than being a wannadon't.

and thats not because more are not talented, but it's hard to break into the bizz and only a few seem to have that special something that scouts are looking for!
not only that, but as you can see in Hollywood sometimes its the talentless ones that get through... just becuase ( see any Steven Seagal / Chuck Norris film!)

Neither really, amateur dramatics is for people who want to do drama as a hobby, but not make a career out of it, for sure I bet a lot of them would jump at the chance to go onto stardom if they got the offer, but I doubt many of them would make themselves noticed in the business
