If the file is in the Recycle Bin, yes. If the Recycle Bin is emptied out, then no.

When you delete a file, the anti virus program does not scan the file as you delete it.

I don't know of any anti virus program that does that, i do know however if you right click on the file and choose scan with (whatever anti virus you have), it will tell you if it has a virus or not (also depending on your application)

I have Norton Anti virus, pretty good.

And it will want to prevent you from deleting a virus WHY? There is no need for such action do you want to prevent a virus from leaving your system. However some virus protection definitions does prevent this from happening if removing the file makes the virus uncontrolable.However I don't think Synantec is one of them.
