if you recieve an official notice from the san bernardino county district attorney bad check program would they actually take you to court or jail or are they just trying to scare you into paying?

Either pay up, or yeah, you're going to jail. Simple.

They could take you to court/jail but in most cases they prefer to collect on a debt rather than lock someone up.

If you don't pay up, yes they can pursue criminal charges/means of punishment.
