The moon causes the tides. Tides are basically the raising of the water level towards the moon. This causes uneven water distribution across the Earth's surface. As the Earth rotates, the continents slam against this raised water level. Just as what happens if a moving object hits another, it slows down. So this causes the Earth to slow down.
