From the essential perspective that the Earth-Moon could represent an interrelated system, the respective spin-orbits should be evaluated to predict the effect of any changes that might result with the passage of time. The spin-orbital rates can be predicted to ultimately change with time due to the spin rate of the Earth. Modern research shows that the spin of the Earth has slowed by a fractional amount throughout the prior 4,000 years. In association with the slowing rotation of the Earth is the slowing orbit of the Moon. It appears that the orbit of the Moon is ever growing wider--and thus also is slowing down.

Due to the magnitude and frequency of the cited variations in Earth's rotation, it would not be possible to conclude that Earth's rotation is slowing down according to a long-term trend.

The moon causes the tides. Tides are basically the raising of the water level towards the moon. This causes uneven water distribution across the Earth's surface. As the Earth rotates, the continents slam against this raised water level. Just as what happens if a moving object hits another, it slows down. So this causes the Earth to slow down.

Because motion of an object relative to a secondary object in question. With different velocities. Can measure the action or velocity between the two objects. Where the Earth is stationary in your question. But spinning at a certain rate of speed. A secondary speed at a different velocity. Measures the differences between these two objects. The faster an object travels in space. The farther behind the things it passes bye. It is the method of speed measuring two separate entities. That the sum of velocity between them are totaled by.
Einstein along with 'quantum dynamics claim that the secondary object relative to the speed of the first object is limited to the speed of light. But if you have read my work. (quantaphysics)...It doesnt just stop rite there. Like the sound barrier, The light barrier is the weight of the earths motion measured against the speed of the second object and its velocity that comes equal in the equation. (though the end of relativity physics). The secondary object attaining a speed greater than the earths motion or the speed of light which has been mathematically formulated by advance physics and Albert Einstein in this discussion. Enters into a mode in warp space which it travels. Einsteins atomic energy result of infinite energy...is corrected where the difference in the weight of travel of the medium concurs with and allows for an increase in physical propulsion. This application not discovered in 1905 by Maxwell Planck or Einstein....has led open for a new discovery in physics with R.Kawecki PhD. has entitled "" Quanta Physics "" The New Study '...
To answer your question about 'time'. Slowly...the Universe is aging. Like everything GOD made for us. Its here for Now and for Never...
