The picture on the screen is not all one piece. It is instead composed on horizontal lines that start from the top and draw the image line by line. At the end of each line they retrace from the right back to the left to do the next lower line. Your camera speed is fast enough to catch those lines as they are going across the screen so you see them whereas your slower eye can not see individual lines. If you can set the camera speed to about 1/0the second it will give a more natural photo of the screen because it is as slow as the eye.

The monitor takes 1/30 of a second to redraw each screen so you need to set your camera to 1/30 or longer. Any shorter and you don't get the whole screen redraw which causes the lines.
