Every object reflects light (except a black hole) - you, a rock, a flower, your dog. That's how we see other objects! Some objects reflect light better than others - a mirror is much more reflective than a lump of coal, for example, but again they are still reflecting light.

I think sunrises appear brighter to you because you are comparing them to the darkness of night, while a sunset appears less bright because you are comparing it to the brightness of daytime.
