Hank Azaria did the voice.
Interestingly enough, if you listen to the commentary for that episode, Hank says that this is the one gueast role on the show that he wold've preffered a guest celebrity do, in this case, William H. Macy. But Bill and Josh(the showrunners for seasons 7&8) had wanted Hank for the role from the beginning.
Oh, and just a P.S. to sgoldperson: Frank Welker probably did the voice of any animals in that episode. Whenever they have animals he does the voice(For example, the babboons). He even does Santa's Little Helper from time to time. He has done animal sounds in several animated shows and movies.
