Many companies who sell a product or service use newsletters to capture target audience attention. They provide articles of interest to the audience, but there are a lot of ads included as well. The articles also might be "slanted" to create a need or awareness for a one of the company's products/service. For instance, a health food store might publish an article on a recent study showing the benefits of CoQ10 on heart health. "Coincidentally" they would include an ad for their particular brand of CoQ10.

The most good that newsletters generally do is to update you with the latest news that is happening in any particular newsletter subject.

That is its purpose!

To inform, always. To bring about a desired action, sometimes.

Some examples:
Association newsletters sent to members - desired action: have people attend meetings, join committees, participate in activities;
Company newsletters sent to employees - desired action: improve morale, communicate benefits information, notify employees of policy changes
Financial newsletters sent to paid subscribers who want to make appropriate investments - no desired action
Financial newsletter sent to financial company's customers - desired action: keep customers, have them buy more, have them provide referrals to more sales
Vendor newsletters sent to customers and potential customers - desired action: increase sales by keeping the vendor's name in front of people
