Rulers are broken into 16th's, 8th's,4th's and halves. To find 7/9th's you need to see if you can convert the fraction into one of these. Or get as close as you can.

You don't say which ruler, but on a 12 inch ruler, 7/9 would be 9 and 1/3 inches.

7/9 of what? An inch? HISTORICALLY, because that is where the question is, it is a little past the 3/4 notch.
