I just grew one!
You don't need to wait to shave your neck at all...
If you have a woman in your life have her shape it... they are better with that kind of thing. If not then I suggest you get one of those tiny trimmers (and don't spare ANY expense). They should run you about $40-$50, but they will save you a lot of time and frustration. They even come in hair cutting kits so you might already have one. If you get a cheap one prepare for pain, because it's going to rip the beard off your face. These little devices don't replace a razor but they make creating that outline to follow very easy. Once you get a nice full beard it becomes very easy to keep the outline with a razor. I know it's against man rules but I shave upwards on my neck and my beard stops the razor at the beard line.
I'm starting to feel goofy writing about this.
As for cleaning just use regular soap. Beards a pretty tough as they should be. You can shampoo if you like, but it's not necessary.
Have fun!

No, obviously I haven't as female. However I can tell you a few
things from guys that I know who have...
Beard growth is variable - depending on your heredity. Some guys have a full beard in 2 weeks whereas others cannot get one that will look good.
You can trim your beard area from the beginning of beard growth so that it will always look well maintained. When you shower - yes, you can use shampoo - however, you may have some problems with dry skin - so use one that is heavy on the conditioning side.
There are several beard trimmers out there. It depends on whether you want something battery operated, rechargeable, and also what type of trimming you do. I've know guys who just trim with a razor, others who have used beard trimmers. It is just a matter of finding what works best for them.
BTW... I *love* beards.

Instructions
* STEP 1: Decide how you want your beard to look when you're finished trimming.
* STEP 2: Shave as you regularly do, including the exposed parts of cheeks and neck. Wash off the shaving cream.
* STEP 3: Wet your beard slightly.
* STEP 4: Use either scissors or a beard trimmer to groom your beard.
* STEP 5: Clip conservatively around the beard's upper edges.
* STEP 6: Snip around cheeks and along the jawline. Clip very little, reducing the beard's volume slowly to the desired length.
* STEP 7: Clip stray hairs until the beard is even.
* STEP 8: Wash away clippings.
* STEP 9: Trim your mustache, if applicable.
Tips & Warnings
* Beard trimmers are easier to use than scissors, as you can adjust trimmer settings to cut hair at various lengths. Set your beard trimmer to a longer hair length if you're new to using one - you don't want to cut too much at first.
* Wet hair is longer than dry hair, so trim a little at a time.

It is best to shave or maintain your beard before you shower. This action will cause any exposed pores to open. If you don't wash your face or shower afterword, you run the risk of having a zit outbreak. (I know this from experience.)
If you do get an outbreak, you may use any type of cleaner to treat it. With the exception of hydrogen peroxide. (Doing this extensively and too often will make your beard turn that fake blonde color.)
I don't use a beard trimmer. I just use a standard electric shaver with a built-in trim attachment. So I really can't help you there.
Best of luck.

A good information site is:
http://www.beards.org/
-------------------------------------------------------------------------
A beard is the hair that grows on a man's chin, cheeks, neck, and the area above the upper lip (the opposite is a clean-shaven face). When differentiating between upper and lower facial hair, a beard specifically refers to the facial hair on the lower part of a man's chin (excluding the moustache, which refers to hair above the upper lip and around it). The study of beards is called pogonology.
In the course of history, men with facial hair have been ascribed various attributes such as wisdom, sexual virility, or high status, but also a lack of cleanliness and refinement, or an eccentric disposition.
Beard hair is most commonly removed by shaving. If only the area above the upper lip is left unshaven, the resulting facial hairstyle is known as a moustache; if hair is left only on the chin, the style is a chin beard. The combination of a mustache and a chin beard is a goatee or Van Dyck, unless the mustache and chin beard are connected, in which case it is known as a circle beard.
Beard styles
Full - downward flowing beard with either styled or integrated moustache
Sideburns - a full beard with a shaved chin
Chinstrap - a beard with long sideburns then comes forward and end under the chin, resembling a chinstrap, hence the name.
Garibaldi - wide, full beard with rounded bottom and integrated moustache .
Goatee - A tuft of hair grown on the chin, sometimes resembling a billy goat's.
Royale (or impériale) - is a tuft of hair under the lower lip. This is also known as a "soul patch" or "flavor saver" or "love brush."
Stubble - a very short beard of only one to a few days growth.
Van Dyck - A goatee accompanied by a moustache.
Verdi - short beard with rounded bottom and slightly shaven cheeks with prominent moustache

Outline the beard when the hairs are very short. (this will make it easier to see where you are making the lines) It depends on how long of a beard for your waiting period. Usually a month would be sufficient to grow a descent beard. You could use aloe vera to keep it soft and manageable

this is what i recommend from experience:
wash your face wtih warm water and use facial cleanser before starting to shave... if you are trimming with an electrict shaver, no need for shaving cream. if you are using a blade and you want a clean shave, then put shaving cream. after you shave wash your face wiht warm water and again rise thoroughly with a facial cleanser of your choice and then shower and then come out and put after shave on :) enjoy!
