Need FACTS for Civil Rights Class - Why is it illegal for females to go topless in public and not males?

Question

I need to present my arguement from a legal/case law stand point, but can find very little modern information that directly addresses this issue especially in light of civil rights legislation. Help? Just put me on the right tract.

The female breast is considered a "private" part in the US whereas the male breast is not. This is why many places outlaw the topless babes. It is nothing more than the world not being "modern" these days. If a female wants to walk around topless I believe that should be her choice.

I'd like to give another viewpoint from what I've learned about the Nordic countries. At least in Finland, women have equal rights with men, and thus it is not more illegal for them to go topless if men are allowed to do that, too.
On a beach where men can go topless, women can do the same.
My personal opinion is that women should have the right to go topless in same occasions as men. If you really start thinking about this, one could argue that making it illegal for women means that only females breasts are seen as sex objects. Thus, would would a homosexual say about this? I think this is just one of the historical fossiles in the law. The law is the 'victim of the culture'.

For a normal male, an exposed female breast is arousing.

Aroused males are confrontational with other aroused males.

Confrontational males are detrimental to a stable social system.

Whether people like it or not, this is the reason for the double standard.
