In the U.S. I know of only one. It is at Michigan State University.

They offer a Ph.d in Beam Physics, through on line work.

Outside of the U.S., I would look at the program at the University of South Africa:

If you plan to use your PhD to get a teaching position, though, I would check with some of the univeristies where you are interested in working as to whether they would hire someone with a distance learning PhD.
