Unfortunately, this is a "that depends" answer.

It depends on the fire code for your area. For example, once upon a time in Ohio the answer would have been a resounding yes. (Yes to the codes that is and "no" to the candles.) About 2 years ago, Ohio switched to the international fire code which does not specifically prohibit candles, but established a list of rules for their use. In an office environment, based on the current code, I would say they are permissible if used responsibly. However, many municipalities may have a local fire code that still prohibits their use.

Obviously, as you move from state to state (or country to country for that matter) these codes may change. It's best to check with a local fire code official.
