I think the scariest would have to be Monstro. If you ever call him a villain though. When i played Kingdom Hearts. Seeing him about to eat the characters just brought back the scary memories of him.

My fave would might be Jafar. His look is cool but yet has quite the cliche look of any kind of natural villain. The 2nd would be Hades. Hes among my fave in greek mythology. And james woods really gave him that comedic style that i like in some villains as well.

In mainstream Disney movies, I would have to vote for Maleficent. She was, after all, the only Disney villain (I believe) to utter a curse word in her cartoon (towards the end of "Sleeping Beauty", as she's transforming into a dragon) - and she's just darn scary-looking!

If we're going to consider lesser-known Disney animated films, I would have to go with The Horned King, from "The Black Cauldron". John Hurt just has a villain's voice, and I think overall he was the darkest of the Disney villains. He and Maleficent are close competitors, with (I'm not sure what his official name is) the Bald Demon from "Fantasia"'s 'A Night on Bald Mountain' sequence.

Scariest:

Jafar (the part where he hijacked Agrabah scared me to death when I first watched Aladdin)
Malecifent (Just her entrance at the beginning was enough to scare me)
Frollo (just all he does over the course of "The Hunchback of Notre Dame" is enough to scare me)

Funniest:

Yzma (The Emperor's New Groove)

Smartest:

Scar (The Lion King)

Jafar. No one even comes close. When he acquires the greatest powers: "Yes, YES! The power .. *evil, ecstatic laugh* .. the absolute...POWER!" Unforgettable. He's got the best voice, attire, personality, super powers, job powers, height, quirks, everything. Awesomely-designed character.
