The agency said "I'll pass your CV onto them and take it from there. They seem pretty desperate over there". What does this 'desperate' mean?

They need someone urgently is what springs to mind.

BTW: Please do not send your CV to anyone who answers on this forum - you don't really know who they are and ID theft is a very real problem(not that I'm intimating that anyone on here is dodgy).

It means a myriad of things. THey could have a couple secrateries out on medical...they could have a hiring freze and the only thing they are allowed, by contract, are temps for a short time. It could also mean there is poor pay and poor conditions within the office. You will either have to do some research or go and give it a try. Desparate is relative to the place...you may actually think it is okay.

If you don't understand the word "desperate" then, I would think being a secretary would not be for you...they will be in need of someone who can understand the English language.

Desperate to find somebody. Maybe the work hours, pay, conditions, or something is not exactly desirable. Sounds like you are not perfect for the job, but indication is they might take you because they are desperate.
