Sounds like your assignment is asking you to look at the state of the union speech and see what policies the president has stated will most likely conflict with that of the policies of france. Its a research assignment. Best get started...

The political spin which President Bush tries to put on his performance will be ignored by virtually everyone. Certainly France will find nothing of interest in it.

I don't think it will have any effect.
Traditionally the French have been no great friend of the US, denying us air space, refusing any aid what so ever, not a big fan here and if the people from the US are honest in their answers here, they would say the same.....sorry, it is an answer though...
